Policy Overview
This policy sets out the service standards applied by Precedent Estate Management Ltd in the delivery of residential block and estate management services, together with the schedule of administration charges.
It is intended to provide clarity and transparency to all clients, directors, freeholders and leaseholders.
Service Standards Policy Scope
This policy applies to all management and consultancy instructions undertaken by the company.
Services are provided in accordance with:
- The relevant lease/transfer
- The management agreement
- The consultancy scope
- Applicable statutory requirements
Standards
Communication
- Written correspondence will be acknowledged within a reasonable timeframe.
- Substantive responses will be provided once the relevant information has been reviewed.
- Formal complaints will be handled in accordance with the published Complaints Procedure.
Financial Administration
- Service charge budgets will be prepared annually where required.
- Expenditure will be reviewed and authorised in accordance with lease provisions.
- Financial records will be maintained contemporaneously.
- Year-end reconciliation statements will be issued where required by the lease or agreement.
Compliance & Statutory Administration
Where instructed, the company will administer:
- Statutory consultation procedures
- Lease compliance correspondence
- Companies House filing support
- Insurance placement and renewal
Where matters require regulated legal activity, clients will be referred to an appointed solicitor.
Record Keeping
Operational and financial records are retained in accordance with statutory and regulatory requirements.
Administration Charges Policy Scope
Administration charges are applied only where provided for within the lease, or transfer, and are subject to statutory rights under Schedule 11 of the Commonhold and Leasehold Reform Act 2002.
Administration fees published are reviewed and re-published yearly, in advance of January 1st. Contract holders are to be notified should an annual review lead to changes in fee levels.

*Expedited and priority services are completed solely at the request of the freeholder/leaseholder and are available subject to operational capacity.
4.2 Post-Completion Administration

**Transfers subject to a synonymous charge may be served as one notice, reducing the fee to £75 for both.
***Certificates of Compliance are issued following verification of compliance or documentation required under the lease or restriction. This service does not constitute legal advice. £75 is the fee for receipting a pre-drafted certificate, a drafted and receipted certificate is available for £125.

Review
In addition to Precedent’s internal yearly administration fee review, this service standards policy and administration fee schedule is subject to periodic reviews to ensure compliance with statutory and regulatory requirements.
